Restore Magicka will not increase magicka past its base value. One Restore Magicka spell exists in-game, Equilibrium, which converts 25 health into 25 magicka (50 health to 25 magicka on legendary difficulty). As an alchemical effect, it can only be applied to a potion, because, being a positive effect, it cannot be in a poison. Its use is to regenerate the caster's magic supply after activating the effect. Restore Magicka is a spell effect that replenishes the character's spent magic points when applied.
